There are 2 commands here in play, and the “+fps_max” is what defines the maximum FPS your game will reach. If you type in 60 as the desired FPS, then the 60 FPS will be the maximum CS:GO would reach. Another thing you can do with this command in the Launch options is to set it to “+fps_max 0”. That fully removes the FPS limit, guaranteeing you smoother gameplay.
The “+cl_showfps 1” command will tell you the current gameplay FPS you have on the top left side of your screen. This will help you to see if you’ve successfully managed to place the FPS cap within the Steam Launch options.

Another way you can cap the CS:GO FPS is through the in-game console. Firstly, you’ll have to enable the console to be able to limit the frame rate. So here’s how you can enable the CS:GO console:
Now to open the Developer console, you’ll have to click on the “~” button on your keyboard. Then there are 2 commands which you can go with to limit the FPS:
Enter the desired FPS after you’ve typed the command. However, the interesting thing here is that you can separately cap the in-game and the menu FPS however you wish. The first “fps_max” command will cap the max FPS of the whole game, while the “fps_max_menu” command will limit the current frame rate of the menu only.
